NAMED 2010 NATIONAL SUPERINTENDENT OF THE YEAR
Phoenix, Ariz. – Elizabeth Molina Morgan, superintendent of Washington County, Md., Public Schools since 2001, has been named the 2010 National Superintendent of the Year. Morgan was honored today at the American Association of School Administrators’ National Conference on Education in Phoenix. Now in its 23rd year, the National Superintendent of the Year program, co-sponsored by AASA, ARAMARK Education and the ING Foundation, celebrates the contributions and leadership of public school superintendents.
“Betty Morgan is an outstanding superintendent whose leadership has brought positive change to the Washington County Schools,” said AASA Executive Director Dan Domenech. “Morgan’s unwavering commitment to advancing student success, her dedication to providing quality educational opportunities for all students, and her ability to bring people together make her a model for school leaders nationwide. AASA is proud to bestow this national honor on Morgan.”

Morgan is in her ninth year as superintendent of Washington County Public Schools, which serve 21,850 students. Forty-one percent of the district’s school-age population qualifies for the federal lunch program.
Morgan was recognized for increasing the graduation rate and reducing the dropout rate in Washington County through the development of a student-focused strategic plan. Under her direction, test scores have steadily increased each year, particularly for minority and poverty groups, and the school system has achieved Adequate Yearly Progress in all schools and in all areas. In recent years, the district started one of the state’s few International Baccalaureate programs and spread magnet programs to all school levels.
Morgan previously was chief academic officer of the Baltimore, Md., Schools, and has served in four counties in Maryland. She received her bachelor’s and master’s degrees from Queens College, a certificate and professional diploma from Hofstra University, and her Ph.D. from American University in Washington, D.C.
As the 2010 National Superintendent of the Year honoree, Morgan is entitled to present a $10,000 college scholarship to a student at the high school from which she graduated: Ethical Culture Fieldston School in New York City.
A national blue ribbon panel of educators, business leaders and government officials selected Morgan from four national finalists. The other national finalists were: Joyce C. Levey, superintendent of Tuscaloosa City, Ala., Schools; Walt Rulffes, superintendent of Clark County, Nev., School District; and Cynthia Stevenson, superintendent of Jefferson County, Colo., Public Schools.
The four national finalists were chosen from 49 state Superintendent of the Year finalists, all of whom represent excellence in school leadership nationwide. The annual awards program is open to all U.S. public school superintendents as well as superintendents of American schools abroad and Department of Defense Education Activity School superintendents who plan to continue in the profession.
The national Superintendent of the Year finalists are measured against the following criteria:
• Leadership for learning – creativity in successfully meeting the needs of students in his or her school system.
• Communication – strength in both personal and organizational communication.
• Professionalism – constant improvement of administrative knowledge and skills, while providing professional development opportunities and motivation to others on the education team.
• Community involvement – active participation in local community activities and an understanding of regional, national and international issues.
