School modernization, broadband access are keys to Obama's plan to provide 2.5 million jobs

To boost the sinking economy, government needs to invest in modernizing and upgrading school buildings, expanding broadband internet access, making public buildings more energy efficient, and launching a public works program to rebuild the nation's highways, said President-elect Barack Obama in a Dec. 6 radio address.
The address, which is also available on YouTube, came a day after the government reported that employers cut 533,000 jobs in November, the most in 34 years. The plans are part of a vision for a massive economic recovery program Obama wants Congress to pass and have waiting on his desk when he takes office Jan. 20.
He offered no price estimate for the grand plan, nor stipulations for how the money might be divided or its effect on the country's financial health at a time of burgeoning deficits. However, a recent report by the Center for American Progress suggested a spending plan of $350 billion in the first year of economic stimulus and recovery. Obama's transition co-chair, John Podesta, is currently on a leave of absence from his position as president and chief executive of the center.
A few of the initiatives outlined in Obama's address also can be found in the center's study, written by Will Straw, associate director for economic growth, and Michael Ettlinger, vice president for economic policy.
"My economic recovery plan will launch the most sweeping effort to modernize and upgrade school buildings that this country has ever seen," Obama said in the address. "We will repair broken schools, make them more energy-efficient, and put new computers in our classrooms. Because to help our children compete in a 21st-century economy, we need to send them to 21st-century schools."
In Straw's and Ettlinger's report, they recommend that a total of $20 billion be spent to address the nearly one-third of schools that have one or more temporary buildings housing an average of 160 students each--and the hundreds of billions of estimated dollars needed to bring school facilities to good condition.
The report suggests that $7.25 billion should be spent immediately to support state and local green school construction and modernization projects. It suggests an additional $12.75 billion be spent on school districts to eliminate years of deferred maintenance, particularly in schools in low-income communities. The study claims that those two measures could create 250,000 skilled maintenance and repair jobs and supply $6 billion of materials and supplies.
Obama's proposed upgrades to schools are part of a larger plan to make all public buildings more energy-efficient. The U.S. government currently pays the highest energy bill in the world, according to the president-elect.

I applaud the forward thinking...
As an employee in a district that has focused on and adjusted budgets for these initiatives for several years, I can attest to the benefits of doing so. I would hope there might be some acknowledgment of districts and local communities that have taken this upon themselves by way of providing some funding to help overcome their overall budget shortfalls that the recent financial times have brought.

More than hardware
I want to remind President-Elect Barack Obama that although it is critical to provide computers in schools, even more critical is the staff development necessary to integrate these tools into the curriculum. I also want to emphasize the importance of promoting greater bandwidth to schools. We need to ensure our schools have the necessary bandwidth to utilize Web 2.0 tools. Computers alone will not accomplish our goals.

HOW STUPID CAN PUBLIC BE?? EXACTLY WHO WILL BE PAYING FOR ALL MONIES FOR BAILOUTS, CCC - O'S PLAN I.E. ROOSELVELT PROGRAM THAN ADDED TO LENGTH OF DEPRESSION, NATIONALIZATION OF BUSINESS'S, BAILOUT'S FOR ALL STUPID BEHAVIOR (REWARD FAILURE) ETC. TAXPAYERS = OF WHICH = WE ARE ALREADY DOWN TO YOUR GRANDCHILDREN TO PAY, AND EDUCATION WANTS MONEY FROM YOU !!! I THOUGHT THAT WAS A LOCAL & STATE ISSUE!! If they keep cutting school budgets and dumping school employees, what is the purpose of fixing school buildings? Start providing funding for them to run, then fix the buildings. It seems like our tax dollars are going more and more to big business bail outs and getting cut from education. I think our tax dollars need to be spent where they're meant to be, for our kids.

Look Further Than Your Nose
When people start whining about where the money has to go maybe they should look to where the money has been going. A trumped up war; over 3 billion; contractors pockets,another 2 billion; oil cartel I don't even have the figures on that; and, international welfare. Not only has our country started a war without a plan to pay for it,( Gee I think WWII had to be supported at home with war bonds and personal sacrifice.), we have created more enemies in this world than ever before.ie: the shoe incident. (By the way, when shoes are thrown at someone in Iraq it means that the target is dirtier than the shoe and has NO Personal or Human Integrity.) That is the picture this country has been painting and tolerating for almost 8 yrs. So quit your whining. I figure that anyone working has to be a stakeholder in the fix and that all corporate bonuses should be federally scrutinized. How dare we stick Federal fingers in the CEO Pie? We dare--- Look at the mess deregulation of banks and stock market has created. Some say that it is the cost of business. I say BS. Corporates have been playing with people's investments and not been doing a good job. Why should they get a bonus for that? We should carry big bold justice seeking fine tooth comb and go over every bailout penny with it. If you are Union, then, get ready to compromise or lose your job. That is what the rest of us have realized. Wake up and start showing some American ingenuity and responsibility to help get all of us out of this mess.
