A new instructional program promises stronger student achievement. An intervention arrives with compelling testimonials. A technology platform highlights impressive pilot results. The presentations are polished, the early outcomes are encouraging, and the potential seems significant.

The challenge isn’t finding innovative ideas. It’s deciding which investments are most likely to improve learning across an entire district.

As budgets remain tight and expectations for measurable student growth increase, every instructional decision carries greater weight. Choosing one initiative often means delaying another, making it even more important to separate promising ideas from approaches supported by stronger evidence.

A recent meta-analysis examining implementations of Penda Learning synthesized findings from 13 independent studies involving more than 33,000 students. Among them was a large, multisite evaluation conducted across 46 schools and nearly 19,500 students. That study found an average 21% gain in science achievement, with students approximately 20% more likely to reach science proficiency than peers receiving traditional instruction. Although the research focused on science intervention, its leadership lessons extend well beyond a single subject area. 

Whether evaluating curriculum, instructional technology, intervention or professional learning, these five questions can help district leaders distinguish promising ideas from evidence-based investments.

1. Are we evaluating evidence—or anecdotes?

Every instructional initiative has a success story. A neighboring district reports impressive gains. Teachers describe positive classroom experiences. Conference presentations showcase encouraging early results. Success stories can spark interest. They should not drive districtwide decisions.

Before making a major investment, leaders should ask whether results have been demonstrated across multiple schools, diverse student populations, and varied implementation settings. The broader the evidence base, the greater confidence leaders can have that the findings are repeatable.

Meta-analyses are particularly valuable because they test whether similar patterns emerge across multiple independent studies rather than relying on one successful implementation. For district leaders, that broader view helps distinguish results that are promising from those that are more likely to be replicated across different schools, student populations, and instructional settings.

2. What made these results possible?

Successful implementation depends on more than the resource. High-quality materials, professional learning, instructional leadership, coaching, and time for teachers to refine practice all matter.

When vendors or publishers present positive student outcomes, one of the most valuable follow-up questions is not simply, “What resource did the district use?” It is, “What conditions made implementation successful?”

In the 46-school study, teachers received structured professional learning before implementation, along with ongoing classroom support and professional learning communities throughout the school year. Those supports were part of the intervention—not separate from it. 

Before investing, leaders should evaluate not only the quality of the resource but also whether their district has the capacity to implement it successfully.

3. Does the research reflect students like ours?

District leaders serve diverse communities, and research should reflect that reality. A promising result becomes more meaningful when leaders can see that it extends beyond one school, one grade level, or one type of learner.

Across the research, students averaged a 21% gain in science achievement and were approximately 20% more likely to reach proficiency. Positive outcomes were also observed across reported ethnic groups, both male and female students, and among students attending Title I schools, English learners, and students with disabilities.

The practical question is not simply, “Did students improve?” It is, “Did students with different needs and starting points improve?” Evidence of gains across diverse populations gives leaders greater confidence that an investment can support the full range of learners they serve.

4. Are we measuring activity or impact?

Education often measures what is easiest to count: participation, instructional minutes, training hours, or software usage. Those metrics matter, but they do not necessarily reflect learning.

One important finding involved student mastery. Students mastering learning activities with at least 80% accuracy demonstrated greater gains on the nationally normed NWEA MAP Science assessment than students who simply spent more time using the program. The meta-analysis found a clear dose-response relationship, with higher levels of mastery associated with progressively greater achievement gains. 

For district leaders, the implication is straightforward: establish meaningful measures of success before implementation begins so initiatives are evaluated by student learning—not participation alone.

5. What will we learn from this investment?

Every significant instructional investment is more than a purchasing decision—it’s an opportunity for organizational learning. The strongest district leaders do not simply ask whether a program worked. They ask why it worked, what implementation conditions contributed to the results, what challenges emerged, and how those lessons should shape future decisions. That mindset helps districts become more disciplined consumers of research and more thoughtful evaluators of innovation.

The meta-analysis reinforces this principle. Rather than relying on one successful implementation, it found consistent results across multiple studies, schools, grade levels, and student populations. That breadth of evidence gives district leaders greater confidence that the findings are likely to translate across different educational settings.

Whether evaluating curriculum, professional learning, instructional technology, or intervention, the broader lesson is the same: Stronger instructional decisions come from asking better questions, learning from implementation, and building on what the research continues to reveal.
